Does it cost money to play music, syncd from a computer, on a V-cast phone with out a data plan?

I want a Samsung SCH-u740 Black and i dont want to sign the next two years of my life away to itwithout being able to play music with out fright of getting charged 100 dollars for listening to Crank that Soulja Boy one too many times. Can i even axxcess music without a data plan because i was on sprint and i couldnt.
