Would you report this to d.s.s.?

A woman I know has legal custody of her 3 grandkids but she let's them live with their parents anyways. However she draws welfare and foodstamps on the kids. The parents don't receive any government support. When they ask her for help for anything she threatens them that she will take the kids from them.This woman also recently adopted a mentally handicapped child because "those kind are $worth twice as much as a normal kid". This woman gets the government to pay her brother to keep the kids that she doesn't even physically have custody of and they split the money. So they are getting all this money for nothing and all of us are footing the bill. It truly sickens me!
