Where do you report a negligent daycare provider?

My grandchildren, ages eighteen months and three years were left with the janitor when my daughter was late picking them up - for the first time ever. Friends of my daughter's picked the children up from the daycare and were given the children without ID, and no questions.Where do I report this? I'm not interested in a civil suit - just filing a complaint.
