While two dogs were playing, one of the dogs started bleeding around the mouth area (the tongue). Is this bad?

Well the dog just probably hit it's mouth on the other dogs. For the future I would avoid letting them play so roughly because it can turn nasty at any second. This also stops the dogs from thinking that behavior is okay.
