Pokemon diamond - i can't tutor my roserade giga drain?

my roserade is lvl 40, I evlove it as soon as my budew evlove to roselia. I was sure that roselia could learn giga drain but when i went to the tutor guy, i couldn't see giga drain. can any1 tell me what's wrong??!!!
